Consultant's Assignment
Project Implementation Support (PIS) to the Osh City Municipal Autotransport Company (OGMAP) and its Project Implementation Unit (PIU). This includes assisting with the establishment of the PIU, providing procurement, tendering, and contract implementation support, ensuring compliance with financing documents and reporting obligations, and offering environmental and social implementation support. The consultant also supervises works contracts and coordinates with other third parties involved in the project. The overall objective is to facilitate the timely and effective implementation of the project by providing expertise in project management, procurement and construction supervision, while also ensuring knowledge transfer and on-the-job training for the client's staff.
Bokhtar Water Project
Consultant's Assignment
Ensuring the successful delivery of the Bokhtar Water Project by providing comprehensive project implementation support and contract supervision. The Consultant's responsibilities include managing and coordinating all phases of the project, from initial planning and procurement to construction supervision and final delivery. Specifically, the Consultant assists the client (the Bokhtar Water and Wastewater services) in developing procurement strategies, preparing tender documents, evaluating bids, and administering contracts in line with EBRD requirements. They also supervise the quality and progress of construction and equipment supply, ensure compliance with technical, environmental, and social standards, and provide capacity building and training to the Project Implementation Unit (PIU) and city representatives. Additionally, the Consultant supports the introduction of modern systems such as automated billing, oversees environmental and social safeguards, and ensures that all project activities are completed on time, within budget, and to the required standards. Through these activities, the consultant acts as both a technical advisor and a project manager, transferring knowledge and best practices to local stakeholders to ensure the project's long-term sustainability.
Aktau International Trade Seaport
Consultant's Assignment
Provision of advanced procurement support and tender preparation for the Aktau Port Modernisation Project. The assignment comprises preparation of the Works Contract: Extension of Berths No. 3 and No. 12; Goods and Associated Services Contract: Procurement of two ship-to-shore (STS) cranes; and Construction Supervision (FIDIC Engineer) and Project Implementation Support Contract.
KazCentre Procurement Support

The Consultant supported KazCentre to prepare and conduct a procurement exercise for Consulting Services and launch the tender relating to the Services in full compliance with the EBRD PPR and ensure the highest standards of documentary preparation to facilitate approval by the Bank of the submission
Balti District Heating Phase 2
Consultant's Assignment
The Consultant is responsible for facilitating the timely and effective implementation of the Balti District Heating Phase 2 project by providing comprehensive project management support to the Project Implementation Unit (PIU). The Consultant's primary role is to ensure that the project is executed according to international best practices and the policies of the European Bank for Reconstruction and Development (EBRD). This includes establishing operational systems and procedures, training PIU staff, and managing critical administrative and technical tasks such as procurement, tendering, and contract implementation.
Dushanbe Public Transport Project
Consultant's Assignment
The Consultant’s assignment is focused on implementing the Dushanbe Public Transport Development Programme (PTDP), a comprehensive initiative supported by the European Bank for Reconstruction and Development (EBRD). The assignment is divided into two primary parts designed to modernize the city’s transport system. Part I focuses on the City’s public transport strategy and route tendering, which includes developing an updated transport strategy, planning a staged reform of bus, trolleybus, and minibus services, establishing competitive route tendering, and upgrading automated fare collection and vehicle location systems to improve service integration and transparency. Part II concentrates on a Corporate Development Programme (CDP) for the “Trolleybus of Dushanbe” company. The consultant will assist the company in improving its commercial, financial, and operational performance through the development and implementation of a Financial and Operational Performance Improvement Plan (FOPIP). This includes enhancing corporate planning and management capacities, upgrading accounting and management information systems, strengthening equal opportunity and gender policies, and modernizing customer management services to support the company’s transition into a self-sustaining entity.
Khorog Water Rehabilitation Project II
Consultant's Assignment
The goal of the project was the further rehabilitation the infrastructure of water supply and wastewater in Khorog, carried out within the framework of the European Bank for Reconstruction and Development project on the rehabilitation of water supply in the Northern regions of Tajikistan, launched in 2010. At present, with the support of the Bank's Integrated Approach to water projects in Tajikistan, the water sector of the republic is undergoing significant structural changes. The task of the Consultant (GMCS), which started the contract at the end of 2016, was to provide consulting services to ensure and support the implementation of the project, including control over the implementation of construction and supply contracts. Having extensive experience in water management and deploying the team of highly qualified specialists, GMCS guaranteed a high level of project implementation. That led to an improvement of the water supply and wastewater infrastructure in the city of Khorog, thereby improving the quality of drinking water and wastewater treatment. Implementation also resulted in significant improvements in water loss reduction and collection of payments for water consumption, which in turn improved the socio-economic and environmental situations in the region as a whole.
Batumi Bus Project

In March 2018 GMCS a.s. signed a contract with Batumi Autotransport Ltd. for the assignment to form Corporate Development Programme and a Stakeholder Participation Programme for the bus services in the City of Batumi. The Project was financed by EBRD and aimed to improve and modernise bus operations in Batumi and also included the purchase of a new bus fleet of approximately 10 electric and 20 diesel buses. The Beneficiaries of the project were the City and the Batumi Autotransport LLC (the “Company”), a municipal bus company, which was wholly owned by the City. GMCS assisted the Company in improvement of its commercial standing, service and environmental/social performance by supporting the development and implementation of relevant policies for corporate, financial, operational and environmental/social management. GMCS also assisted the Company in development of a medium-term focused corporate development programme and in improvement of the corporate planning capacity to assist its transition towards becoming a self-sustaining entity with commercially sustainable operations, as well as implementation of the Environmental and Social Action Plan (“ESAP”) developed for the Company and implementation Public Service Contract with the City to provide municipal bus services.
Pavlodar Tram Project
Consultant's Assignment
The Pavlodar Tram Project in Kazakhstan was a joint initiative of the EBRD and the Pavlodar Oblast Akimat, aimed at rehabilitating the existing tram infrastructure and acquiring new trams. GMCS was awarded the consultancy contract to provide project implementation support, including procurement and contract administration. Our goal was to facilitate the timely and effective execution of this project, which was vital for the commercial and social activities in Pavlodar. Building on a proven track record of implementing similar transportation projects across the region, GMCS successfully applied its practical experience to modernize Pavlodar’s public transport system in a socially, economically, and environmentally sustainable manner.
