Kobuleti Wastewater Project
Consultant's Assignment
The project, which utilized advanced wastewater treatment methods to regulate discharge, was successfully completed at the end of 2019. Following a testing period in early 2020, the wastewater treatment facility (WWTF) was fully commissioned. This modernization of the sewage infrastructure reduced seawater pollution and had a positive impact on public health in the seaside resort of Kobuleti. As the Project Consultant, GMCS’s primary objective was to ensure timely and effective implementation. The Consultant assisted with the tendering and procurement of goods, works, and services in strict accordance with EBRD procedures, specifications, and documentation, while also providing construction supervision as the FIDIC Engineer. Concurrently, the Consultant monitored and successfully oversaw the implementation of the Kobuleti Water Company’s Environmental and Social Plan.
Yerevan Solid Waste
Consultant's Assignment
In early 2016, GMCS was awarded a consultancy contract by Yerevan Municipality to help to improve the municipal solid waste management system in Armenia’s capital. The Yerevan Solid Waste Projects was developed due to the current technical problems and the negative environmental footprint the city’s waste management currently has. Main project objective was the construction of a new sanitary landfill, and GMCS team provided full project implementation support, engineering design services, as well as procurement and contract supervision. Our team of local and international experts has always had extensive practical experience in solid waste management and we are happy that the successful project implementation had a significant positive impact for Yerevan’s citizens and Armenia’s environment generally.
Bishkek Solid Waste
Consultant's Assignment
In early 2016, GMCS was awarded a consultancy contract by the City of Bishkek, funded by the EBRD (European Bank of Reconstruction and Development) to improve their MSW (Municipal Solid Waste) management system. This project is highly welcomed by both local and international community. The Mayor of the city of Bishkek has introduced “Recycling and better handling of waste in Bishkek” (accessible here) and 94 local schools will teach students and their parents about benefits of recycling and better waste handling. This will not only educate the new generation, but also dramatically improve the current situation in Bishkek. This project, since it has a high involvement from community and local media, will dramatically improve the situation of waste handling and Kyrgyzstan’s environment in general. GMCS team will be implementing financial and operational improvement program and handle communications to ensure that everything meets the standards needed. We are more than confident that our team of international, and more importantly local, experts will meet all the requirements necessary for this project and help to achieve the goals of the community and local government.
Osh Water and Wastewater Rehabilitation Project – Phase II

In early 2017 GMCS Group won the tender for the Osh Water Supply and Wastewater Rehabilitation Project-Corporate Development, Stakeholder Participation and City Support Program with the respective contract signed in July 2017. This is a collaborative project of the European Bank for Reconstruction and Development, the Government of the Kyrgyz Republic, the City of Osh and the Osh Water Company to improve the municipal water supply service. Project aimed to enhance the institutional capacity of Osh Water Company, enable to strengthen Environmental Health and Safety (“EHS”) management capabilities, develop EHS management systems, and improve stakeholder engagement practices. Achievement of those goals under the supervision of our team nsured that services provided by our client to Osh community meet EBRD's Performance Requirements. Official project launch took place in August 2017 when the GMCS team met with the Mayor’s office, Water Company and EBRD representatives, held a general discussion of the Project main objectives and approach to its implementation. Informing the public of water metering advantages and promoting respect for water were on the agenda as essential activities under the Project.
East Kazakhstan – Oskemen and Semey Street Lighting System Modernization

In April 2019, GMCS commenced work under a consultancy agreement with the Public-Private Partnership (PPP) Center of the East Kazakhstan Region to assist the cities of Oskemen (Ust-Kamenogorsk) and Semey with the modernization of their existing street lighting systems. The principal aim of the assignment was to introduce a new business model where the PPP Center took over the management of the street lighting systems in both cities, acting as the street lighting asset holder and the employer for Design-Supply-Installation-Operation & Maintenance contracts with a private contractor chosen through a public tender. To support this process, GMCS finalized the Public Service Contract (PSC) for the street lighting services and developed a framework for monitoring and reporting on the PSC's implementation. Additionally, a Financial and Operational Performance Improvement Programme (FOFIP) was developed for the Regional PPP Center.
