KazCentre Procurement Support

The Consultant provided Client capacity building services and overall support in both English and Russian, including:

• Advice and support for the Client in setting up/reviews by the evaluation committee 
• Review and finalisation of the Requirements section/Terms of Reference, incorporating necessary changes, as agreed by the Client and the Bank
• Supporting the Client in the tender process, including drafting responses to clarification requests
• Providing a detailed guidance to the Client’s evaluation team on the proposals evaluation process, requesting clarification from participants, preparation of tailored score-sheets and other templates for the TER; joint drafting of the detailed evaluation report
• Drafting respective notifications for successful/unsuccessful tenderers and guiding the Client through the process
• Supporting the Client in debriefing at the participant’s request 
• Supporting the Client in the entire contract negotiations process, recording the same and preparation of the final consultancy contract
• Hands-on support and training of the Client’s core team in the use of EBRD’s Client E-Procurement Portal (ECEPP)
